This pillar focuses on strengthening the resilience of municipalities, cities and regions through the development of human capital and communities. The aim is to improve the quality of life of residents by promoting education, accessible social and health services and strengthening social cohesion. The pillar emphasises rapid response to current challenges and crisis situations, so that communities are better prepared to face future challenges and maintain a high quality of life.
Local
Economy
This pillar supports a competitive and sustainable local economy. It aims to integrate entrepreneurship into the daily life of municipalities and regions, to develop partnership cooperation in the field of energy, to promote the circular economy and the bio-economy, and to build a reliable ICT infrastructure. This creates the conditions for the effective use of local resources, innovation and technology to improve the quality of life of the population and strengthen the economic stability of the territory.
Environment
for life
This pillar focuses on creating a healthy and sustainable environment that enhances the quality of life in cities, towns and regions. It promotes the protection of nature and landscapes, the development of green and blue infrastructure and people-friendly transport and mobility solutions. Together, these actions strengthen the resilience of settlements to climate and social challenges and ensure long-term sustainable development for all inhabitants.

Overarching cross-cutting area
Pillar creates a unifying framework for implementing the SMART concept across all pillars. Its purpose is to ensure that digital tools, innovations and communication platforms serve the real needs of people, strengthen community ties, while contributing to sustainable, inclusive and long-term successful development of municipalities, cities and regions.
Key areas of the Pillar:
- Digital public administration is a service to people and communities: The pillar focuses on the digital transformation of public administration, bringing more efficient, transparent and accessible services. Citizens and communities gain easy access to information, data and processes, which promotes trust, improves the quality of decision-making and enhances the overall functionality of local government.
- SMART solutions contribute to belonging in the territory - cohesion within communities: Innovative approaches and technologies are helping to connect people, organisations and institutions within communities and cities. They strengthen local identity, a sense of belonging and the resilience of communities to external influences, contributing to sustainable development and resident satisfaction.
- Shared solutions - a tool for cohesion without digitally excluded localities: The key challenge is to prevent digital exclusion and to ensure that innovation and new tools are accessible to all. The ZPO pillar supports the development of local cooperation, non-profit advisory services and the sharing of good practice, so that even smaller or more remote communities can share in prosperity and innovation.
- Partners at home and abroad in sharing SMART solutions: The transfer of experience and know-how across municipalities, regions and countries increases the effectiveness of implementing SMART solutions. The pillar motivates international cooperation and exchange of best practices, thus increasing the competitiveness of Czech municipalities and cities, facilitating their involvement in global trends and strengthening their position in the European context.
The pillar therefore creates the conditions in which digital innovation, collaboration and experience sharing help to connect the different components of public administration and community life, ensuring long-term, inclusive and sustainable development of all regions.
People and Communities
Resilient municipalities, cities and regions
This pillar focuses on strengthening the resilience of municipalities, cities and regions through the development of human capital and communities. The aim is to improve the quality of life of residents by promoting education, accessible social and health services and strengthening social cohesion.
Key areas of the People and Communities Pillar include:
- Education as a basis for quality of life: Promoting lifelong learning is essential for developing people's knowledge and skills. Pillar A focuses on deepening cooperation between schools and regions, promoting widely accessible education, including digital literacy and creativity. There is also an emphasis on developing critical thinking and physical resilience, creating co-working hubs and promoting entrepreneurship.
- Social and health services available: The integration of health and social care is key to ensuring quality services for all residents, including the elderly and people with disabilities. The introduction of modern technologies, such as telemedicine and assistive technologies, contributes to more efficient care delivery and increases the availability of services in remote areas.
- Social resilience: Strengthening social cohesion and community resilience is essential to overcome social pathologies and challenges such as misinformation and social isolation. Pillar A promotes intergenerational cohesion, the identification of residents with the place where they live and the development of community life and culture as the foundations of a resilient society.
- Rapid response - an integrated approach to resilience: The ability of municipalities and cities to respond quickly to crisis situations such as natural disasters or socio-economic changes is crucial. Pillar A emphasises the development of integrated security, which includes physical security, energy security and cyber and information security. This includes infrastructure modernisation, process innovation and investment in research and development.
The People and Communities pillar is key to building strong and resilient communities that are able to meet current and future challenges. Through collaboration between the public sector, non-profit organisations, businesses and citizens, it seeks to create an environment where people feel safe, have access to quality services and can actively contribute to the development of their neighbourhood. This pillar also promotes endogenous approaches to development, strengthens the accountability of local actors and contributes to the achievement of the Sustainable Development Goals. The aim is not only to improve the quality of life of the population, but also to increase the competitiveness of regions and their attractiveness for new residents and investment.

Competitive cities, municipalities and regions
The Local Economy pillar focuses on building strong and sustainable local economies that respond to current and future challenges. It aims to link business, energy, resource and digital technologies into a functional whole that benefits local people, businesses and public administrations.
Key areas of the Local Economy Pillar:
- Entrepreneurship is a natural part of the life of a municipality, city and region: an innovative and dynamic business environment, closely linked to the needs of local communities, enables the creation and development of new companies, start-ups and the prosperity of established businesses. This strengthens the attractiveness and stability of regions and contributes to economic and social vitality.
- Citizens and municipalities/cities/regions as partners of energy suppliers: the involvement of municipalities and their inhabitants in energy processes strengthens energy self-sufficiency, stability and availability of supply. Community energy and local resource sharing bring benefits in terms of reduced costs and environmental impacts.
- Raw materials and recyclates in the circular economy, development of the bio-economy: efforts are focused on maximising the use of local resources, recycling materials and moving towards a circular economy. Such an approach helps to reduce the burden on the environment, promotes economic efficiency and contributes to the sustainable use of resources.
- ICT infrastructure - a fundamental prerequisite for the success of digitisation: an accessible, secure and modern digital infrastructure simplifies information sharing, facilitates data-driven decision-making and enables faster deployment of smart solutions. This foundation helps to improve territorial governance and deliver better services to residents and businesses.
The Local Economy pillar links the individual components of the local economy, energy, material economy and digital technologies into a harmonious whole. It results in an innovative, competitive and sustainable environment that promotes long-term prosperity and contributes to a stable and quality of life in all towns, cities and regions.
Environment for Life
Green cities, municipalities and regions
The Environment for Life pillar focuses on creating a sustainable, resilient and attractive environment that supports a healthy and happy life for residents. It is a comprehensive approach that links nature and landscape conservation, the use of nature-friendly measures, the development of green and blue infrastructure and the creation of transport solutions that respect the needs of people and the environment.
Key areas of the Environment for Life Pillar:
- Environment for quality of life in towns, cities and regions: Improving air, water, soil and natural resource management improves the overall quality of life for residents. Pillar C supports measures that reduce negative environmental impacts, enhance biodiversity and ensure long-term sustainability.
- Nature and landscape promoting resilience: Nature-based solutions, such as landscape restoration or watercourse revitalisation, help settlements to better withstand climate change and ensure the ability to respond flexibly to extreme events such as droughts, floods or heat waves.
- Green and blue infrastructure for cities and towns of the future: Green roofs, park areas, tree plantings or retention basins enhance the quality of the public space and improve the microclimate. At the same time, blue and green elements help to retain water in the landscape, contribute to the protection of ecosystems and support the recreational and aesthetic functions of the environment.
- Transport infrastructure and mobility fit for people: Smart, safe and sustainable transport is an integral part of a quality environment. Pillar C promotes solutions that reduce noise and emissions, improve accessibility to public and non-motorised transport and thus contribute to the smooth and healthy movement of people.
This pillar thus forms the basis for overall sustainable, welcoming and resilient settlements where people can live, work and play in harmony with nature, the local landscape and changing climatic conditions.
